CompatHelper: bump compat for OptimizationOptimJL to 0.3 for package GravitationalWaveForm, (keep existing compat)

This pull request changes the compat entry for the OptimizationOptimJL package from 0.1, 0.2 to 0.1, 0.2, 0.3 for package GravitationalWaveForm.
This keeps the compat entries for earlier versions.
