Regression since: 2.7

  1. select the sound option
  2. set music to 10 and sound to 0, or music to 0 and sound to 10
  3. press up/down to see the arrows disappear

tr1/option/option_sound: fix volume arrows display control

This avoids hiding either of the arrows permanently when one volume is
at the maximum and the other at the minimum.

Resolves LostArtefacts#2295.
