# Polling Exericse #1

## Background

Spork is a ‘sub-protocol’ controlled by Maker Governance but managed by an Ecosystem Actor, Alice.

The Spork protocol is able to mint DAI from Maker up to a certain debt ceiling, and lend that DAI to its own users.

As the Support Scope Facilitator, Bob is responsible for authorizing polls on Spork-related proposals.

The ABC token is considered to be a fictional token that has previously been onboarded in Maker Core.

Hello, Maker!

Spork protocol continues to go from strength to strength. Just recently, we have come within spitting distance of our assigned debt ceiling of 50 million DAI, and our user base is increasing rapidly, as you can see in the following chart.

To keep up the momentum and really take advantage of the growth we’re seeing, here are the changes we’d recommend for July.



* Increase of the Spork D3M Debt Ceiling from 50 million to 100 million DAI.
* Increase of the Spork D3M Target Available Debt (gap) to better support larger users on Spork. Total throughput may remain the same to limit risk to Maker Core.
* We’ve reached an agreement with the ABC token team and would like to onboard the token to Spork with the parameters below.
* Increase the DAI deposit rate on Spork from 2% to 2.5% to increase deposit demand to further encourage rapid growth. 🚀

The Spork D3M Autoline parameters currently stand at:

* Debt Ceiling: 50 million
* Target Available Debt: 5 million
* Debt Increase Cooldown: 28,800 seconds

If the goal is to increase capacity for larger users, our advisory teams have recommended the following changes in relation to the Target Available Debt and Cooldown.

* Target Available Debt: 15 million
* Debt Increase Cooldown: 86,400 seconds

These changes do marginally increase the severity of a hack or malicious action on behalf of Spork. Given that SporkMom can shut down the Spork D3M without needing to wait for the GSM governance delay, this change raises the minimum possible impact from 5 million to 15 million DAI assuming governance can react and trigger the shutdown within 8 hours of an event occurring.

Our advisory teams are also supportive of the increased debt ceiling, though with the usual caveat that this represents an increase in funds-at-risk for Maker Core.

Our advisory teams are broadly supportive of the ABC token onboarding parameters. Their analysis has not changed appreciably since ABC was onboarded to Maker Core. As governance is aware, ABC was offboarded from Core purely due to limited usage rather than as a result of concern around risk. Liquidity remains strong for ABC and we have no concerns. ## Why Sovereign Finance?

**This CVC supports the vision and roadmap outlined in the Endgame towards decentralization.** We firmly believe that decentralization is a requirement that will define the success or failure of the protocol in the long term.

As an organization committed to the principles of decentralization, autonomy, and self-governance, we believe **that supporting public goods is a crucial component of creating a sustainable and inclusive financial ecosystem**. **What is Growth AVC? Growth AVC is a…**

1. **Dovish AVC**, focusing on expansion, experimentation, and growth.

2. **Research focused AVC,** meaning we will encourage research and analysis regarding proposals to help make informed decisions. This is also to prevent Growth AVC from abused as a freely handing precious funding to poorly planned initiatives

3. **Active AVC**, not only frequent meetings but we will look at different scopes and see how they can be improved actively.

**Growth AVC Culture**

1. **Anon / Time zone friendly.** We will have a public AVC text place (whether that’s forum or email or others that are compliant) where CDs or others who want to share their suggestions and voice their opinions can send in to count as participation.

2. **Can be critical but be respectful.** Just because we are in a AVC doesn’t mean Growth AVC should not tolerate any criticism. However, as a governance participant in Maker, all should be respected and foul plays (like explicit insults) won’t be received well.

3. **A Safe Harbor.** While the banning rule from AVC to CD is not yet crystal clear, we will not ban CDs unless they acted in an unconstitutional way deemed by both AVC and facilitators. In addition, any CDs that were banned by other AVCs for “preference” rather than breaking the constitution will have a chance in Growth AVC.
The Regenerative Finance AVC protects the Public Good purpose of MakerDAO as ratified in the Maker Constitution. Our priority is to advance the role of DAI as an “Unbiased World Currency” that supports “The Regeneration” as may be interpreted through the 8 Principles of a Regenerative Economy published by the Capital Institute (available for reference at [capitalinstitute.org](https://capitalinstitute.org/8-principles-regenerative-economy/)).

# KISS AVC

The purposes and values of MakerDAO as stated in the MIP101 draft have generated a lot interest and discussions in the MakerDAO community and, ultimately, and are currently being voted and approved.

The KISS AVC embraces this result and believes that the ENDGAME can deliver great value. Now it is time to join forces and collaboratively contribute to its improvement during the RFC phase. The KISS AVC greatly values the many constructive criticisms that have been discussed along the way, and those that will be pushed forward in the future (a "scientific", not "ideological", approach to governance).

Ultimately the KISS AVC thinks that the ENDGAME is a great opportunity for MakerDAO.

**OUR VIEW ON MAKERDAO**

**Goals:**
1) DAI, the decentralised stablecoin, is the product of MakerDAO and its main focus. It **_must_** remain stable, decentralised, open to everybody and uncensorable.

2. People with stake in the game are DAI holders and MKR holders. DAI holders rely on the key characteristics of DAI listed above. MKR holders have invested their own money in the project and ***must*** to be rewarded. The reward is, of course, primarily financial (value appreciation of MKR) but can also come in other forms: sense of stability and trust in the protocol, 'status' (if MakerDAO becomes trendy), sense of fulfillment if MakerDAO contributes to some good causes, etc.

These are the objectives, and only these.

This does not mean that, for example, MakerDAO should not be active in some form of charity. To the contrary this could provide positive rewards to MKR-holders as hinted above. But each decision/activity/endeavour **must** always be able to clearly answer to the question: "*How does it contribute to objectives 1 and 2?*". A scientific approach should always be used to determine the likelihood of success of any given proposal.

**How to achieve the goals?**
1) Embrace complexity.
"There is always a simple solution to any problem, and that is often the wrong one."
This means that MakerDAO is a VERY complex project, and cannot be dumbed down to a simple receipt for success. This is clearly witnessed by the fact that despite all, all other "decentralised stablecoins" emerged so far, are either orders of magnitude smaller that DAI or are basically just scams.
2) Pretend simplicity.
Also the construction and deployment of a stellar probe, like the Voyager program, is an extremely complex endeavour. This however does not mean that it cannot be explained to people, at different levels of understanding and details, in a way that positively impact everybody. In particular, the Voyager program has been _successfully managed and directed_ (also) by people without a PhD in physics.
3) Keep it simple stupid! (KISS)
Simple yet effective structures can be used to understand and manage extremely complex projects. Keeping structures simple and transparent and avoiding the (often natural) "complexity explosion" is not easy. It needs constant attention and work.

The KISS AVC will use its influence and power to achieve Goals 1&2 by means of the KISS approach: embrace complexity, pretend simplicity, and maintain simple structures.

The two Goals 1&2 are clear. Everything that has a scientifically proven likelihood of achieving these goals, within the given amount of resources, will be supported. All the rest will be rejected as "out of focus for now".

**Where do we sit in the Dove/Hawk spectrum?**

The ENDGAME plan proposed by Rune is compatible with the KISS principle when it requires AVCs to be broadly classified in two categories: Doves or Hawks.

Of course, a binary description of this type does not capture the immense variety of viewpoints of all AVCs, not to mention of the MKR-holders within a given AVC. But it is useful in simplifying the landscape (KISS!)
