Automate data loading to feature branch deployments

User story/persona
As a developer, I want to deploy a feature branch so that I can get feedback from community managers.

Is your feature request related to a problem? Please describe.
The feature branch can be deployed but there's no data in the database.

Acceptance Criteria
Developer can set off a Jenkins job that will populate data in a newly created RDS instance.

Acceptance Test:
After running the Jenkins job, the site is populated with recent data from production and the site name is properly set.
