Add observability steps and configuration

• cmds added to end of install doc for observability setup
• Grafana installed via olm
• dashboards referenced in GrafanaDashboard CRs via existing example dashboard configmaps
• thanos datasource setup via GrafanaDatasource CR
• existing servicemonitors applied via kustomize
