Look a the following gif (using 2007 black - other 2007 are the same)
When trying to activate the last tab, only 1/2 of it is hoverable / activateable, suspect the more tabs then less of the last tab will be active.

Note:
Also applies to the "Sparkle" themes.

Able to replicate using the example KeyTips + Keyboard Access 2019 and the addition of 2 tabs:
