chore(deps): bump the atc-router version

Summary

Switch to an atc-router compiled by rust/cross. Also added some additional tests while in the area

Instead of copy-pasting the tests from the parent image (ie /usr/local/kong/bin/openssl version) have the parent image bake their tests as well as their .env file into the docker image in /test/container-name/.

So order of operations now is

- use any parent image tests
- configure, build, install
- run our own tests
- re-run the parent image tests
- bake our tests / env into the image for downstream in the same way
