Player Menu Dialog with individual player settings

We'll rework the well known "Extended Options" menu from Liberation.
This won't be fully finished with the current task, but will provide a framework which is ready for the implementation of functionalities later on.
One thing to mention: We thought to use the vanilla BI group management system in Liberation, but the issue with this is, that it'll take insignias for the groups randomly. This would interfere with KP Ranks or other mods like that, so we'll build a small own group system (like the one which was available in the old Liberation)

Sub-Tasks:

• Create dialog via KP GUI system
• Add needed strings to stringtable
• Provide at least the preparations for:
  • group management
  • view distance settings
  • area for liberation specific settings
• Remove BI group system
