Compiler backend uses g++ instead of gcc #254

The Compiler Backend now uses g++ by default instead of gcc, but the tests are only skipped if gcc is not present. When you have gcc but not g++ the test fails. This pull fixes that.

The CI seems to be broken for all pull requests now, but @fjwillemsen is looking into it.

Yes, this is an issue with the recently updated macos-latest GitHub runner image. I've submitted an issue at actions/runner-images#9770 which is already getting some attention as we're not the only ones affected by this. For now, I've switched the action to use macos-13, but I will revert this back to macos-latest when this is fixed.
