This PR adds overclocking support for ODROID-N2/N2+/N2L via turbo mode.
It also makes available 2016/2100/2208mhz on the A73 core on the ODROID-GO-Ultra without turbo mode being enabled, as should be the case.
Lastly it also addresses a bug I introduced with 1800mhz not being able to be used on the A53 core on Powkiddy RGB10 MAX 3 Pro due to the RK818 PMIC only accepting voltages divisible into 12.5mV.
