contrailctl/agent.conf file changes needed as a result of discovery removed from the agent

The ansible code needs to be fixed to handle the case of discovery being removed now from the contrail-agent. The /etc/contrailctl/agent.conf needs to be modified as well the /etc/contrail/contrail-vrouter-agent.conf needs to be generated properly from the contrailctl/agent.conf file

I don’t use the ini files. I directly render the contrailctl/*.conf files. Do you want that input?
