This change is temporarily fixes #6. With this change, CMake can be installed on Juliabox.
This is based on a similar change to BinaryProvider.jl. I've reused the environment variable name to make it easier for systems to be configured.
There is somewhat of a code duplication here, but I'm hoping this is temporary, and #1 will fix this properly.
