This simplifies dependency management (the compat bounds for both main and test dependencies are now listed in the top-level Project.toml). If one wants to instantiate the test environment, it's better to use https://github.com/JuliaTesting/TestEnv.jl, which avoids conflicts between the main and test manifests.
This PR also switches to Aqua 0.6 in tests, as this is the version being maintained at present.
