This removes some levels of nesting, and adds handling for generally internal/private global values. It also removes our removal of function prototypes in favor of LLVM's StripDeadPrototypes pass, which we insert right before multiversioning to have the greatest impact.
If we end up backporting #50752, we'll need to backport this as well, since I'm going to rebase #50752 on top of this PR.
