Based on my suggestion in JuliaLang#40238 (but with clearer wording I hope)

I went ahead and proposed an alternative edit here: #40394. This was't wrong in any way but I decided to be more explicit about scope nesting and visibility so that I can hopefully stop relitigating this every few weeks. |
