In #32145 I changed dead blocks to be renamed to -1 instead of 0 in IncrementalCompact, but it looks like I missed a spot when changing the relevant 0s to -1s.
This fixes a problem with the build process failing during system image creation when DCE is turned on globally (by reversing #29265).
