This increases sysimg build time by ~20 seconds and sysimg size by 12%. I'm going to lower the limit to something between 8 and 42. |

Re-up MAX_TUPLETYPE_LEN (redo of #15080). Since this is the sequel, it clearly needed a new name.
As discussed in #15021 (comment). Re-fixes the performance problem mentioned in #16626 on master, for arrays of any reasonable dimensionality.
