[OpenBLAS_jll] Upgrade to v0.3.25 (#52178)

See the [release notes of
v0.3.25](https://github.com/OpenMathLib/OpenBLAS/releases/tag/v0.3.25).

Usual memo to self for the upgrade:

* update version number in `stdlib/OpenBLAS_jll/Project.toml`
* run `make -f contrib/refresh_checksums.mk -j openblas` to update the
checksums
* update version number and commit hash in `deps/openblas.version`
