Adds a buildkite pipeline for GNNlib and moves all GNNlib tests to TestItems.
Adds GPU tests for basic propagate methods with CUDA and AMGGPU.
It seems that we have basic support for AMDGPU! It is to be determined how extended it is. I'll keep track of this in #343
This PR also adds the
get_graph_typefunction toGNNGraphs.Part of #3 and of #518 .
