CompatHelper: bump compat for "SpecialFunctions" to "1.0"

This pull request changes the compat entry for the SpecialFunctions package from 0.10 to 0.10, 1.0.

This keeps the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry. It is your responsibility to make sure that your package tests pass before you merge this pull request.

@goedman I think we should move from testing on Julia 1.0 on AppVeyor and 1.5 on Travis to testing on 1 instead (which gets assigned to the latest stable version, or 1.5.3 at time of writing). This would allow this to pass on AppVeyor.
