This updates the Rust version from 1.82 to 1.84, making necessary changes for the build to still work correctly (including fixing a bit of UB in the loader yay!).
The reason for this is to A keep up to date with Rust nightly for trying out features and B that going forward we rely on strict-provenance to be enabled by default.
