Description

This change introduces a new label configuration file and a GitHub Actions workflow to synchronise labels across the repository.

The new file .github/other-configurations/labels.yml defines a set of labels with their respective colours and descriptions. These labels include default GitHub labels, Release Please-specific labels, language-specific labels, and component-specific labels.

A new GitHub Actions workflow, .github/workflows/sync-labels.yml, has been added to automatically synchronize these labels with the repository. This workflow is triggered when changes are pushed to the main branch and specifically to the labels.yml file.

This change will streamline label management, improve categorisation of issues and pull requests, and enhance the overall organisation of the repository.
