Use .NET 3.5, not the later versions, try disabling the later version through Enable or disable Windows Features.

What does this Layout do? Basically this layout changes the rules of the Hebrew keyboard and imitates the rules of the Arabic layout. In Hebrew you usually press T for Aleph, but with this layout you just press H to get the Aleph, imitating the Arabic layout.
