What do these changes do?

Applies security updates on requirements for the entire repository

• pyyaml>=5.4 GHSA-8q59-q68h-6hv4
• urllib3>=1.26.4 GHSA-5phf-pp7p-vc2r
• jinja2>=2.11.3 GHSA-g3rq-g295-4j3m

Notes

• This updates could not be fully applied in storage due to the limitation of aiobotcore. That should be addressed in PR WIP ♻️ storage tests refactoring #2276.
• updated format of ci/helpers/requirements.txt. Note that there is no need to update those requirements since it is only used to run pylint and avoid warnings
