RIKEN: Implement PLC specification by configuring Schneider PLC IOC

As a developer or RIKEN scientist, I would like the status of beamline equipment to be available in IBEX for diagnostic purposes. The main PLC holds this information in specifically created registers which can be read and written to by an IOC.

The many components making up the beamlines of RIKEN include, vacuum equipment (pumps, valves, gauges), power supply interlocks, kicker status, separator PSU, and each has a set of status values.

Notes

• This ticket relies on Schneider PLC IOC: Refactor to make generic #7240 to be completed first
• The RIKEN PLC uses IEC61131 address syntax (e.g. %MW etc), and so it may be necessary to first translate the addresses to be compatible with the IOC, if not covered by the work to make the IOC generic in the above ticket.
• This work will allow both the Magnet/PSU RIKEN: Custom Magnet PSU ("synoptic") OPI #5872 and Vacuum OPIs RIKEN: Custom Vacuum ("synoptic") OPI #5878 to be completed, as well as RIKEN: Custom PSU Tabular Summary OPI #5873 if applicable.
• The IBEX/PLC specification, containing the actual MODBUS addresses, is here
• Most of the values are read-only, and only certain valves are controllable remotely from IBEX (via PVs). See specification linked above.
• In principle we can get access to the hardware to test, in consultation with TC (PLC controls)
