As a developer/scientist, I would like to see whether an IOC is running locally, running remotely, or stopped in the normal start/stop iocs pane of a GUI running on the NDX instrument control PC. I would also like to be able to restart it from this menu.
Notes:
Consider what it means for DEVICE_01 to be running on an instrument, bearing in mind that it might be connected to DEVICE_01 running on host1 and also DEVICE_01 running on host2.
We might need to include the hostname which the IOC is running on in the running IOC table for this to make any sense.
Consider whether it is sensible to be able to start/stop remote IOCs from this menu.
It is probably necessary to at least provide a restart option from this menu, as this is a common troubleshooting step which we should leave accessible.
