As someone monitoring detectors rather than controlling them from an instrument, I want to be able to load the IOC in a 'read-only' mode.

Acceptance Criteria

  1. The HVCAEN_IOC can be loaded without any PVs that would send values to the device

Notes

  1. This may require a specialist type of disable record
  2. This may involve altering the lower levels of the device support
  3. See Detmon for background information/more details if required
