As an IBEX user, I would like to potentially have 3 KEPCOs on an instrument, not just 2.

Acceptance Criteria

  1. There is a 3rd Kepco

Notes

  1. This may be required for ZOOM in the cycle starting 17/4/18 - but there are workarounds if required
  2. This is probably a good training ticket candidate, as it is the creation of just an IOC, although it should be noted that there are an emulator and an entry in IocTestFramework already
