Upgrade to Payara 6.2023.8

We recently upgraded from Payara 5 to 6, specifically 6.2023.7:

• Big sweep: migrate codebase to Jakarta EE 10 and use Payara 6 now (third iteration) #9685

However, just yesterday Payara 6.2023.8 was released: https://github.com/payara/Payara/releases/tag/payara-server-6.2023.8 doesn't list

It includes the following fix:

• FISH-7665: fixing issue creating osgi bundle for libpam4j payara/Payara#6348

Which we think is a fix for this bug (I just asked if this issue should be closed):

• Bug Report: Payara doesn't run on latest JDK patch levels / FISH-7665 payara/Payara#6344

If so, that means we can back out of these workarounds:

I'm going to give this a 10, roughly a day's work.

I do like the idea of launching Payara using asadmin through systemd, as that more closely matches what we tell administrators to do manually in the installation instructions?
