should we add the concept-property#inactive to the deprecated codes?

I am not sure what is best-practice. I have asked HL7

could add this property to those that are marked with the concept status of deprecated.

might be important to do this so that valueSet does not pull these deprecated codes in. ?

The inactive property does not exist in R4. So, changed to have a status of active on all codes that are not deprecated, and updated the include to pull in only active codes.
