PYTHONFRAMEWORKDIR is now replaced even if CLT is installed.

#17008 addressed PYTHONFRAMEWORKDIR to have a full path, only if Xcode CLT is not installed. That
inreplaceblock might have been originally introduced for CLT-less environment which is not relevant to thispython-config --ldflagsfix.Now PYTHONFRAMEWORKDIR is always replaced regardless of CLT.
