For running the dockercontrol file, apt-get and wget did not work until I updated the proxy server. The following fixed the issue for me

PROXY_URL=http://web-proxy.labs.hpecorp.net:8080/

Thanks for raising the issue. Could you specify which DockerFile are you referring to?
