Cherry-pick of @fortnern's commit to implement support for >2GiB MPI I/O transfers for independent reads. The feature was originally only implemented for independent writes and @fortnern updated the MPI I/O driver in develop so that this works for independent reads as well. Bringing this change back to 1.12, as the t_bigio changes in #1715 will cause the test to begin failing if this support is not implemented.
