Add vcpkg support for 1.14.5

Hi! I've been trying to add HDF5 to my MSVC C++ project via vcpkg but unfortunately I've come across a few issues.

• I can't compile HDF5 on the current 1.14.4.3 version. The reason is a compilation error bug which seems to be fixed in 1.14.5: The cmake configuration should provide transitive dependencies (like shlwapi on MSVC) #3663
• Trying to upgrade to 1.14.5 myself by adding a commit on my local vcpkg repo doesn't work as it seems there is some patching needed in some of the cmake.

In the meantime, I'm blocked from moving my HDF5 dependency to vcpkg.

Would it be possible to add 1.14.5 to vcpkg? Hopefully with not too much effort and with minimal patching. If adding a patch to the current 1.14.4.3 would make it work, that could also be enough :)
