Updated the GSF Project Lifecycle following governance work
The lifecycle will be split for Software Projects and Document Projects
New Lifecycle Stages for Software Projects are: Proposal, Incubation, Graduated, Maintained, Archived
Acceptance Criteria for each Stage has been added
Deleting separate md's for incubation entry and exit criteria as these have been updated and added to the project-lifecycle.md
