Provide -TAGS= support for windows silent installer

Example usage:

`graylog_sidecar_installer_1.4.0-1.SNAPSHOT.exe /S -APITOKEN=myapitoken -TAGS=["IIS","exchange"]`

Please note that spaces in tags are not supported.
