kubernetes_dashboard is disabled by default

Mentioned in a comment in the original PR, but the change to the resource file doesn't really do anything at the moment since we have a bug causing a crash when an empty block is added, and that's the only way for this default to show up. However, since the API-side default is now to disable by default, it's still worth adding this for the docs changes (and in case that bug ever gets fixed)

GKE 1.11 (which is available for another ~1.5mo) doesn't disable this by default, 1.12+ do though. It's a good idea to make this the TF default regardless, and this isn't a breaking change because nobody could have specified kubernetes_dashboard {} before.
