Closes #37. Support upwards recursive .jsbeautifyrc fallback.

Priority hierarchy:
- Atom editor settings
- Atom Beautify package settings
- Home directory .jsbeautifyrc file configuration
- Closest EditorConfig file (see #68)
- Project options (from closest .jsbeautifyrc file to the beautified
