HB-Store CDN Server - closen beta pre-release

First fixes as of the collected test issues found. Thanks for the testers.
Following reported issues should been fixed with this version now.

• Windows - special again - doesn't read the files from the base path correctly - normalize-path
• Prepare a validation before allowing the server to start
• race condition for store.db when recreating it
