Dependabot, I tried this, it doesn't work without installing PyArrow:
apache/arrow#39846

I tried the suggestions, it didn't work/was a crazy amount of code/more dependencies that I wasn't comfortable putting in the Dockerfile. There's some comments in that ticket that suggest PyArrow will make it easier to install on alpine at some point, so I will wait for that.

Updates the requirements on [arcgis](https://developers.arcgis.com/python/) to permit the latest version.

Updates `arcgis` to 2.3.1
