Mouse wheel adjustment of numeric field values

Summary

Allow the mouse wheel to be used to adjust numeric value fields.

User story

As a user I would like to be able to adjust numeric values using the mouse wheel, in the same way as the arrow keys adjust the value.

What

• When the mouse wheel is scrolled and the cursor is over a numeric field, the behaviour is the same as pressing the up/down arrow keys.
• The text caret position is not modified by this action.

Why

As a right-handed person (or other such Gaffer-skilled mammal or animals), I generally have my right hand on the mouse, and so it is much quicker to adjust the value than moving my hand to the arrow keys which are on the right hand side of the keyboard, so are more challenging to reach with my left hand.
