Description

The current
BEARS application has a "Return to top" link associated in the footer. This interaction needs to be updated to match the "show/hide" and sticky location that exist on usa.gov.

Looks like a great start @gchi25. If you have a look at the parent site usa.gov, you can see that the interaction element is hidden when above the initial fold - are we able to make that update to our implementation here?
