Visual inconsistency in header

The BEARS version of the header has more spacing between elements than the usa.gov header.

Go to the build page, open usa.gov in another tab, and flip between the two to see the difference.

Additionally, the nav border colors are different between BEARS and usa.gov. border-top and border-bottom of the main nav in BEARS is 1px solid #dfe1e2 on usa.gov the value is 1px solid #c9c9c9 - BEARS should be updated to reflect usa.gov's border colors

These are both fairly minor issues that can be addressed after the multi-page app has been deployed.
