Adds historical overviews for abrogated committees (similar to the already existing overview for fraternities). Also added historical overview for detailed organ history (akin to what we already have on the members page).

Closes GH-597, closes GH-770, and closes GH-1169.

Also changes the default ordering for abrogated organs to be `DESC`
based on their abrogation date.
Should help for when organs organise many different activities, for
example, during a lustrum week.
The ordered subdecisions in an `Organ` are now also sorted by their
individual subdecision number, this is to ensure correct ordering in
the list.

Additionally, the formatting has changed to show in which meeting the
decision was made (with clickable link) and the actual (sub)decisions
can now also be linked.

I implemented the functionality for this through GEWISGH-1797, however, I never added
the necessary links to be able to access the page.
