Initial Git Release

This release is based on the CVS tag GEOSadas-5_25_0. The only changes are due to the conversion to multiple repositories managed by manage_externals and from conversion from GNU Make to CMake (changes to installation process).

A validation against a C90 Ensemble test case provided by @gmao-jstassi was run by @bena-nasa. This validation appeared zero-diff to an equivalent run based on the CVS tag.

NOTE: This tag is equal to cvs/GEOSadas-5_25_0 and GEOSadas-5.25.0
