This PR upgrades docusaurus from beta.18 to beta.21. Google Search Console is complaining about some structured data in our existing Owl docs, which was a bug in Docusaurus pre beta.19 (see here). I'm proposing an upgrade here to fix that (to make sure Owl docs' SEO/search indexing isn't degraded by this).
