fix: Fix release Action

Fixes #1354
It Adds pre-compiled jar file for github action so it does not need to be created each time.

Test Plan

How do we know the code works?
We cannot verify it in this branch. This needs to be merged. A release needs to be updated & the release workflow updated then possible testing can occur.
