feat: bump clipboard library to remove RN macos and windows

Explanation of Change

Some time ago, by mistake we added react-native-macos and react-native-windows to our package-lock.json by bumping clipboard lib which added those platforms as peerDependencies. It was fixes in the newer versions, so just bumping the package removes those libs again. You can see it in package-lock.json.

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers

Yeah, only clipboard should be affected. Looks like we had some implicit dependencies that are in fact needed, and now it fails. This sounds bad and I'll try to see what exactly is going on.

For some reason, after removing the unnecessary dependencies, @react-native-community/cli-server-api is no longer available in the main node_modules (idk what npm does to make it that way) and is only available in node_modules of @react-native-community/cli.

Now, after removing the @react-native-community/cli-server-api from devdeps, it stays in the node_modules correctly, idk right now 🤷‍♂️
