This PR removes a beta flag for the comment linking feature. With the comment linking feature, users can copy a link to a message.

2. Go to any chat
3. Hover over one of the messages of the chat (or press and hold it on mobile) so that the context menu appears
4. Confirm the Copy link option is included in the context menu. The option is captured in the screenshot below.

• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
