Have to revert just this change so we can re-add it & CP this to staging, to fix these blockers:

2. [HOLD for payment 2024-02-20] [HOLD for payment 2024-02-19] Web - IOU - LHN can be seen twice when navigating back #36306
3. [HOLD for payment 2024-02-20] [HOLD for payment 2024-02-19] IOU - The chat window is blank after I edit the description #36307

This change was added in #36050, but hasn't made it to staging yet

Somehow it seems that CPing #36287 to staging, in combination with ^ not being in staging, caused this weird issue
